No Filipinos are not Mexicans. Mexico is a nationality.
I think what you meant to ask was "Are Filipinos Hispanic?", in which case the answer would be mixed because the Philippines has such a diverse blend of race and culture rather than being mainly Spanish-influenced. It would be more rational to just consider yourself Asian.
